  • Cluster Competences and Strategy

The cluster history dates back to 1976 when one of the biggest aircraft plants of the Soviet Union “Ulyanovsk Aviation Industrial Complex” was started up. Today "Aviastar" is one of the largest manufacturers of aviation equipment in Russia and the CIS countries, which specializes on production of modern passenger and cargo aircraft of Tu - 204 family, heavy transport aircraft Il-76MD-90A and modification of unique transport civil aircraft Аn-124-100 "Ruslan”.The capacities of "Aviastar" allow to produce up to 50 aircraft per year.

Since 1985 the company have been producing a series of unique transport aircraft An-124-100, the maximum capacity of which reaches 150 tons. Today there are no aircrafts equal to AN-124-100 in the world .

The largest operator of «Ruslan» is «Volga-Dnepr Airlines», a regional company which has become the world leader in the unique, oversize and heavy cargo market, successfully representing the Russian airfreight industry in the international market since 1990. Nowadays Volga-Dnepr Group is a multinational team of 3,500 employees in nine countries. The Group’s core businesses are charter cargo operations using unique AN-124-100 and IL-76TD-90VD heavy transporters (Volga-Dnepr Airlines) and scheduled cargo operations using the fleet of Boeing 747 (AirBridgeCargo Airlines) and Boeing 737 (Atran Airlines) freighters.

“Ulyanovsk Instrument Manufacturing Design Bureau” equipment is installed on aircraft and helicopters of the President and the Government of the Russian Federation as well as on aircraft of Russian and foreign airlines. The enterprise is included into «Concern Radio-Electronic technologies» JSC «Rostech» State Corporation structure and has a status of Competence Centre on airborne equipment complexes for civil helicopters.

The new competitive advantage of the region is free economic zone based at the basis of the international “Ulyanovsk- Vostochny Airport”. The airport possesses a unique runway-landing which is capable to accept any air vessels existing in the world, including space shuttles. The zone makes 640 hectares and practically coincides with borders of the airport.
